--JKBM Program in This Last Five Years---

The Service is more Optimal, Reaches to 9 million

Starting in 2010, Bali Mandara Health Insurance (JKBM) has operated for 5 years. The benefits of program which covers Balinese who do not have any health insurance, finally increasingly are felt. It is seen from the magnitude of public interest to use the facility in the period 2010 to 2014. The program has served about 9.407.536 patients. Even though the service is more optimal, Bali provincial government is still completing the quality of program. It stated by head of Bali PR Agency, I Dewa Gede Mahendra Putra, SH, MH in his office o Wednesday (15/4).

 Furthermore, he explained that the participants of JKBM are 2.733.414 or 56,08% of the total population in Bali. He also explained the visit of patient who utilize JKBM in 2010 as many as 1.233.639 patients, it has increased become 1.481.325 in 2011. Further in 2012 and 2013 there were 1.907.102 and 2.327.045 patients. “In 2014 we had served 2.458.425 patients,” added him.
Along with the enthusiasm of JKBM’s user, the program also augments the type of service. Starting on 1st January 2013, it has covered the cost of dialysis for a lifetime. Based on data, that service has been utilized by 36.981 patients. The service requires Rp. 45 billion each year. According to Dewa Mahendra, that frees dialysis service is a respond of people’s demand, because it is so expensive. As calculating, for once time of dialysis service is IDR 750.000, and the patient needs 2 times a week of service.
Since April 2013, JKBM also has borne the cost for single accident victims, and babies with congenital defects such as hydrocephalus, without anus and without urinary tract. Furthermore, since the beginning of 2014, JKBM has also covered labor costs that previously borne by the central government through Jampersal (Childbirth insurance, especially for the poor: a program financed by the central government). During the year, JKBM helped 1,286 victims of a single accident, 252 children were born with birth defects and also handled 13 235 of childbirth case. The program will be integrated with JKN (National health insurance).

Some perfecting efforts in this 5 years, has also succeed making the program be an example from others regions. Although its service has been more optimized, but as a part of the Republic of Indonesia, Bali should follow the state policy which had announced National Health Insurance (JKN) on 1st January 2014 and has been managed by Social Security of Indonesia (BPJS).

 Head of Bali Health Agency, dr. Ketut Suarjaya explained to members of parliament that Balinese population about 4.038.655 people. JKN has covered about 43,92 of which, and 56,08 of less has been covered by JKBM. According to him, Balinese people have been comfortable with JKBM. “Using JKBM people don’t need pay anything, it is totally free, meanwhile by BPJS they should pay dues every month. It becomes an obstacle when motivate people to joint to JKN independently,” added him. However, Bali provincial Government will always socialize the people especially from middle class and upper to joint JKN program independently.

 He also explained, if the participants of JKN increase, so JKBM’s budget could finance the development of infrastructure, especially in health party. “Because the good infrastructure is really urgent to support the success of health insurance program,” said him. Suarjaya also added, today Bali has 55 hospitals and 120 Puskesmas (Community Health Center) with a total of 6.074 beds. To get the health service closer, Bali provincial government also attempts to strengthen the Puskesmas function in increasing their status to be inpatient health center. “We have had 37 hospitalization puskesmas, and we hope it will be increased,” added him.

 Suarjaya continued, if JKBM and JKN could be integrated well, so there will be more promotive and preventive program funded. He targeted in the end of 2015 the participants of JKN reached up to 50%. It is expected increase up to 70% in 2006. “So in 2017, there is only 30% Balinese covered by JKBM,” said him.
