President Opened the Asia-Pacific OGP Conference, The Openness and Transparancy are the Key to the Effective Government

The Openness and Transparency are the key to success the effectivement of government. The openness and transparency also help government to respond the public needs more quickly and precise. That was conveyed by President Susilo Bambang Yudhoyono on his opening speech in Asia-Pacific Open Government Partnership (OGP) Conference, in Bali Nusa Dua Convention Center (BNDCC), on Tuesday (6/5). “The Openness and Transparency Gouvernment become the source of trust of public and also as a good base to the intergovernmental sustainable cooperation, including help the solving of regional and global problems,” said President SBY. In order to openness and transparency government, the public participation is also needed. On this conference, Indonesia as the Lead Government Chair and Mexico as co-chair, emphasized in public participation. The theme of 2014 OGP is “Unlocking Innovative Openness: Impetus to Greater Citizen Engagement”.

President SBY also conveyed his ideas in increasing the public participation towards the openness and transparency government. He continued that the openness and transparency government must collaborate with civil society on based the principles of trusts. That principles of trusts will allow the related party become a partner, to solve the pressing problems. “Not all citizens and civil societies have a capacity and chance to participate in opened government process. Therefore, we need to empower societies so that they could be involved in public space actively, including the empowerment trough the various administrative, laws and institutional procedures.

Previous, the head of UKP4 (Head of President’s Delivery Unit in Development Monitoring and Oversight), KuntoroMangkusubroto explained that OGP is a multilateral initiative. The aim of that event is to securing the commitment of countries in the world in promoting the transparency, increasing the public participation, eradicating the corruption and increasing the utilization of new technologies in the interest to make government more open, effective and accountable.

After 2 year of journey, OGP has transformed as a global movement. Now, there are 64 countries and 200 civil societieshasjointto the organization. As a co-chair with Mexico, Indonesia determined to strengthen the global movement accordance with the development and dynamics in the region. First time, OGP was initiated by eight countries on September 2011 through the Open Government Declaration, then published the action plan of the reformation commitment. These eight countries are Indonesia, Brazil, Mexico, Norway, Philippine, South Africa, UK and USA. The 2014 OGP Conference was attended by agencies of partnerships, the ambassadors and the representative of internationals institutions. It also attenedby Bali Governor, Made Mangku Pastika who accompanied the President, Coordinating Minister for Political, Legal and Security affairs Djoko Suyanto, Minister of Foreign Affairs Marty Natalegawa, Minister of Education and Culture Mohammad Nuh, Minister ofCommunication and Information Tifatul Sembiring and The Secretary of Cabinet DipoAlam.
