GOVERNOR PASTIKA STATES, THERE IS NO MORATORIUM REVOCATION

Bali governor, Made Mangku Pastika, clarified some news in media that reporting he has repealed letter no: 570/1665/BPM in code of moratorium of issuance of permits and construction for accommodation service (for stars hotels and budgets hotel) in southern part of Bali (Denpasar, Badung and Gianyar). Expressly, Governor Pastika stated that there is no revocation for that issued moratorium. Besides clarifying through his social media account, Pastika confirmed through press conference delivered by Head of PR Agency of Bali Provincial government, Dewa Gede Mahendra Putra, on Monday (11/4).

According to Dewa Mahendra, Governor Pastika still refers to the last moratorium letter issued in 2010. He said that the letter was proposed by Bali provincial government to Investment Coordination Board of Indonesia, which appealed to temporarily stop the construction of accommodation service in south Bali. The issuance of moratorium based on Investment and Permit Agency of Bali provincial government, which explained the hotel investment direction in Bali is focusing on south Bali area. From 130 thousand hotel rooms in Bali, 90 of itslocated in south Bali. 

His party really regretted the miss perception of statement conveyed by secretary of Bali provincial government, Cok Ngurah Pemayun the days before. Dewa Mahendra reviewed, in the press conference, Cok Pemayun who was accompanied by head of Investment and Permit of Bali provincial government, Ida Bagus Made Parwata, just explained the study researched by University Udayana (UNUD) related to that moratorium. Based on the development of tourism, in that study revealed hotels in Badung regency can be built in 2016 and 2017 followed by the development in Denpasar area. That study was interpreted as a revocation of moratorium. He said, moratorium is not necessarily revoked only by the study. Even though if someday there will be a change in regulation, Bali provincial government should send an official letter again to that board which occupying the regulation of national investment. “We should send an official letter to BKPM, if want to change the regulation,” concluded him. According to him, it should be clarified, because it is a sensitive issue and has been reacted by some parties. On that occasion, Dewa Mahendra stated again that Bali Provincial Government always priorities the effort to equalize the development between North and South Bali. He added, in five years of moratorium implementation, investment sourced from foreign investor (PMA) and becoming provincial government authority, could be diverted to southern and eastern part of Bali. Even sometimes there are still domestic investor (PMDN) which have succeed get a permit to build hotel in south Bali. Because that is the authority of regency and city government.To implement the moratorium completely, he urged all parties to joint controlling the development hotels in Bali. Governor’s decision in gathering all regents and mayor at the others day is a breakthrough to integrate the perception for the future development of Bali.
