Bali governor, Made Mangku Pastika, expected that the agreement which was signed with Head of Bali Prosecutor office about the establishment of team for Securing and guarding the local development (TP4D), could motivate all staffs to do not hesitate in implementing financial and development governance responsibly. It was conveyed in the ceremony of signing of agreement between governor and head of Bali persecutor office (Kejati Bali), Abdul Muni, SH, MH, as well as socializing that team to all governor’s staffs in Praja Sabha meeting room, Governor office, on Monday (22/1). TP4D of Kejati Bali is expected be as a companion and a coaching for Bali government. Pastika added the event should be a momentum in realizing clean and accountable governance. “We are gotten a mandate by our country, nation and people of Indonesia, the mandate is already appropriate with laws and applicable rules, so we should maintain the mandate and of course accelerate the people welfare,” stated him. Besidesthat, according to him in carrying out the mandate someone has a power, and always there is negative thing in that power. “Since a long time ago, we know “where is power there is corrupt, and the absolute power making an absolute corrupt”, so we need to be controlled effectively in order to prevent the negative things,” added him. Even though recently many institution control the government, like inspectorate, BPKP, BPK, ministry of home affairs, ministry of Empowerment State Apparatus and Reformation Beaurocration, ombudsman who control the public services, NGO, Press as well as the communities. “With the effective controlling, the chance should be decreased, but if there is still an actors who playing with the financial governance, so they should be executed.” Stated Pastika who was accompanied by secretary of Bali provincial government, Cok Pemayun

On that occasion, Pastika expected that TP4D is not only reminding the important of law awareness, but also should be able to develop the culture for obey the law and avoid the corruption act. Pastika also demanded Kejati to always control both from the planning till the execution of program. The expectation is no more officials will be involved in criminal case. “If you have the hesitation in execution the budget, please coordinate with Kejati, remember public welfare is the number one,” concluded him.

Head of Bali prosecutor office, Abdul Muni, explained the establishment of TP4D caused by the low of budget’s absorption, even in June 2015, the budget only be absorbed 30% for average. It was caused by the fear of civil servants in executing that budget. The same thing was conveyed by Asistent of Intelegence of Bali prosecutor office, Adianto, SH., M.Hum which will be a partner of pemprov in controlling the financial governance and development. According to him, beside hesitate in making decisions, the criminalization of policy is still obsessing the beaurocrates, and it caused the delay of pro-people programs. That TP4D established to guide, secure and support the government program implementation through the preservation in local level. Besides controlling and avoid the manipulation, TP4D also provides the legal assistance for all programs. By the establishment of institution, the budget is expected be aborted optimally and able to invite the investors in order to support economy growth and national development.

The ceremony which was also attended by all head of agencies, Experts staffs and assistants in Bali provincial government, also conducted the signing of agreement between Governor and head of Bali prosecutor office about the financial and development governance. After the ceremony, governor Pastika gathering all head of agencies and reminded them to implement the head of Bali prosecutor office seriously and responsibly. He also demanded the material of briefing could be continued to all staffs in order to create clean government which is in line with mental revolution spirit.
